The Barter Theatre is soliciting sealed bids from qualified contractors to provide construction services for the Smith Theatre Renovation. The work is generally described as the leveling of the stage and theatre floor, replacement of the existing risers and seating, replacement of the lighting and AV grid, improvements to the catwalk and acoustics, general finish upgrades, fire alarm, and electrical upgrades to support new lighting and AV equipment. All questions and requests for information must be received by August 18, 2026.

The Invitation to Bids for the project, including the drawings and the specifications containing the information necessary for bidding, are available on the Barter Theatre s website. Bidders and other interested parties may purchase complete sets of Bidding Documents (electronic and/or hard copy) from TRASCO www.trascoplanroom.com (540) 345-1533.

Bidding Documents (Drawings and Project Manual) may be examined at Dodge Construction Network www.construction.com and at the Barter Theatre Administrative Offices (276) 628-3991 located at 201 Trigg St, Abingdon, VA 24210 from 9:00 a.m. to 5:00 p.m., Monday-Friday.

A Mandatory Pre-Bid Conference will be held at the Smith Theatre at 110 West Main Street, Abingdon, Virginia 24210 on Monday, August 3, 2026, at 2:00 PM local time to answer questions, explain any items requiring further clarification, and participate in a facility walkthrough.

Sealed bids are to be delivered to the Barter Theatre Administrative Offices at 201 Trigg Street, Abingdon, Virginia 24210, by 2:00 PM local time on August 25, 2026, at which time the Bids received will be publicly opened and read aloud in the Barter Theatre Administrative Offices Conference Room located in the same building. The Barter Theatre Administrative Offices operate Monday through Friday from 9:00 AM to 5:00 PM. Submissions may also be submitted electronically to: bids@bartertheatre.com . All electronic submissions should request a delivery receipt and a read receipt.

This is a federally assisted project. Bidders and contractors performing work under this advertisement are bound by the requirements of President’s Executive Order 11246 as amended by Executive Order 11375; Title VI of the Civil Rights Act of 1964; Section 109 of Title 1 of the Housing and Community Development Act of 1974, as amended; Section 3 of the Housing and Urban Development Act of 1968; the Immigration Reform and Control Act of 1986; the Davis-Bacon Act; the Copeland Anti Kickback Act; the Contract Work Hours and Safety Standards Act; and Public Law 100 202. “

Withdrawal of bids due to error shall be in accordance with Section 2.2-4330.B.1 of the Virginia Public Procurement Act. The bidder shall give notice in writing of their claim of right to withdraw their bid within two business days after the conclusion of the bid opening procedure and shall submit original work papers with such notice.

The contract shall be awarded on a lump sum basis as follows: the Total Base Bid including any properly submitted and received bid modifications. The Barter Theatre reserves the right to reject any and all bids, to waive technical or legal deficiencies, to accept any bid, and to negotiate such terms and conditions of any bid that may be in the best interest of the organization.
